To tax (from the Latin taxare: to estimate, which in turn is from tangere: to touch) is to impose a financial charge or other levy upon a taxpayer (an individual or legal entity) by a state or the functional equivalent of a state such that failure to pay is punishable by law.

Taxes are also imposed by many subnational entities. Taxes consist of direct tax or indirect tax, and may be paid in money or as its labour equivalent (often but not always unpaid). A tax may be defined as a "pecuniary burden laid upon individuals or property to support the government […] a payment exacted by legislative authority." A tax "is not a voluntary payment or donation, but an enforced contribution, exacted pursuant to legislative authority" and is "any contribution imposed by government […] whether under the name of toll, tribute, tallage, gabel, impost, duty, custom, excise, subsidy, aid, supply, or other name."

In modern taxation systems, taxes are levied in money, but in-kind and corvée taxation are characteristic of traditional or pre-capitalist states and their functional equivalents. The method of taxation and the government expenditure of taxes raised is often highly debated in politics and economics. Tax collection is performed by a government agency such as Canada Revenue Agency, the Internal Revenue Service (IRS) in the United States, or Her Majesty's Revenue and Customs (HMRC) in the UK. When taxes are not fully paid, civil penalties (such as fines or forfeiture) or criminal penalties (such as incarceration) may be imposed on the non-paying entity or individual.

How can Obama "give a tax break" to people who don't pay taxes?
Q. Obama's tax break for 95% of people includes 40+% of people that do not pay taxes. Plus he is not planning to extend the Bush tax cuts, therefor increasing taxes on 49% or tax payers.

A. he has to call it a "tax break" because calling it what it really is... Marxism, socialism and/or communism might scare too many people (though not those on the left). it's his way of redistributing wealth. you work hard, save some money and try to get ahead? forget about it. obama is going to take what you earned through all of your hard work and give it to someone else. might as well just go on the dole now. in Obama-land hard work is penalized not rewarded.

A. A real answer about what we pay in taxes... Take a look at page 86 of the Instructions for Form 1040 ( You'll see that for fiscal year 2006, that federal income from all sources was $2.4 trillion. - the pie chart on the left of that page shows how much (in percentages) came in from each revenue category. - for instance, just personal income taxes acounts for 39% of that number: that's $983.7 billion. That's a lot of personal income taxes.

A. That is not a tax. It's a service charge, a fee charged by the bank. It isn't deductible.
